Forest Hill Elementary School is almost 50 years old, with the oldest parts having been built in 1961. Some of the mechanical systems, which are failing, are built into the concrete ceiling and cannot be repaired without tearing into the ceiling. Other systems require replacement as well. The cafeteria and gym are at maximum capacity now and so the building cannot be made larger. Forest Hill is the smallest (and thus least efficient) building in the system.
