You’re mistaken in a couple of things. Devolution wasn’t about sticking it to the English but was a way to make sure that Wales and Scotland were directly governed by a dedicated sub-parliament. There’s quite a few Scottish laws that were “written on the back of English ones” to quote a radio man, which is why the Scottish National Trust is in such a mess, Scotland being far less densely populated than England can’t be run in the same way but Westminster refused to listen so devolution eventually happened.
