Why does DHL TRADE AUTOMATION SERVICES sometimes give two HS codes for an identical product?

In some cases when both importing/exporting countries are in the WTO the codes are exactly the same, but in other cases (e.g. comparing China with France) these codes are totally different, hence the two codes. Q. I am looking for an ECN and can’t find one for my product. ECNs are only used for products that warrant special attention when exported. Some industrialized countries use an ECN (Export Classification Number) instead of an HS code for exporting high-tech products or products with possible dual-use (military and civilian) applications, like microchips or uranium. Searching for an ECN for “clocks” exported from the UK, for instance, will not generate any results, because an ECN does not exist for that product being exported from that country. You can use the HS code instead.
