1) The resource capacity profile might not be fully generated in the LC for the complete planning horizon. You can use transaction /SAPAPO/REST02 to generate it. 2) The resource might not be updated in the LC with the correct bucket profile (start and end date time for each bucket). If you compare resources there is maybe a bucket offset. In the PPM the condition for the minimum and maximum value for the activity relationship cannot be satisfied due to the bucket offset. You can check it using transaction /SAPAPO/REST02.
