Why does CIDA use consulting services?
A. CIDA enters into contracts with Canadian consultants to execute its programs and projects. Most requests for professional services originate from CIDA’s geographic branches. Most contracts relate to the geographic programs and CIDA’s aid envelope (official development assistance). However, other CIDA branches sometimes require contracting support. Sectors include policy analysis, audit, evaluation, training, information technology services, research and analysis, strategic planning, and communication products. These services are all related, directly or indirectly, to the planning, management, and delivery of CIDA’s projects and programs. Private-sector consultants basically provide professional consulting services. By using consulting services, CIDA is able to obtain consulting expertise in an effective and timely manner, and fully compliant with Government Contracts Regulations (GCR). CIDA focuses on high-volume, low-cost contracts (less than $100,000).
