Security is a chain only as strong as its weakest link. In your local system, there are so many other ways to get at your data, that to sacrifice the convenience of a secured passphrase cache just to ‘feel’ safer, was not thought to be a good idea. You can always de-select the check-box ‘remember this password’. If you are concerned about physical access to your own computer there are other measures you should take first. For special situations, there is a link installed in the Start-menu called ‘Clear and Unload from Memory’ that you may invoke manually or programatically.
