Why does Altera not provide junction to board thermal resistance (Theta JB) numeric data for MAX II devices?

Solution Altera® provides Theta JB for devices which may be used with heat sinks. For devices which are not used with heat sink (for example MAX® II), Altera provides junction to ambient thermal resistance (Theta JA) specification instead. Theta JA values are available in the PowerPlay Early Power Estimator for the MAX II device Family (Excel file).
