Why does alcohol have a lower specific gravity than water?

This is just a guess, but I’d think alcohol is less dense than water partially due to the lower amount of hydrogen bonding in alcohol than in water. The hydrogen bonding would draw the H2O molecules together more, increasing its density. You can say alcohol weighs less than water since most people would assume you mean a given volume of alcohol weighs less than the same volume of water.
