Why does a warning appear when the average annual wind speed is less than 10 mph?

In order to qualify for a NYSERDA sponsored incentive, the annual average hub height wind speed must be at least 10 mph. The report will warn the user if the selected site’s 120 ft wind speed is below 10 mph (i.e. a “very poor” Wind Energy Potential). Additionally, wind speeds below the 10 mph threshold for the 80, 100, and 120 ft hub heights appear in red.
