Why does a professors evaluation say “with X evals”, but the professor has more than X written evaluations on their page?
This is an artifact of missing data from the original Polyratings (are you beginning to see a pattern yet?). The summary at the top of evaluation pages gives the “Cumulative GPA” of a professor, along with the number of evaluations used to calculate that score. Therefore, it is possible that a professor may have ten written evaluations, but only seven actually contributed to the calculation of their scores. In this case, the evaluations page would report their score based upon seven evaluations, not ten.
