Why does a parent who doesn have custody have custodial rights?
This varies from state to state – you should consult an attorney, but in general, custody is determined at a hearing at the same time as or soon after child support is ordered. He will not be awarded any rights of any kind until a hearing is held, and you will be given notice of the hearing. If you wish to preserve your rights, you MUST find a way to be at that hearing, preferably with legal representation. He may be asking for the child’s SSN and BC because he has been court-ordered to provide health insurance. If so, he will need those documents to comply with the court order. Without seeing the order, I can’t be sure, but I think he may be confusing custodial rights (the right to have full or partial custody – i.e. visitation rights) with parental rights – which are whatever the court decides those rights are.
