Why does 60 degree weather feel warm in spring and cold in fall?

I think it’s the other way around. It feels hotter in the fall and cooler in the spring. With the angle of the sun it feels very hot in the fall but it feels mild in the spring when the sun is less strong. I don’t think anyone feels warm when it’s 20 degrees out unless it’s 20 degrees celsius.
