It’s not just British girls doing this. I live in the USA and I see girls of all ages dress as your speaking. I think retailers are encouraged in the styles by what the older kids are wearing.The younger children are allowed to wear these provocative clothes because the parents let them.These days children are encouraged to grow up sooner.And clothes fit in that category.In my day there were girls who dressed provocatively,but they also carried a title(easy,loose,****,whore,tramp,hussy,… Unfortunately today young girls think it’s more becoming to dress this way.I believe it has to do with the upbringing also.When something is strictly enforced(modesty) at a young age,it will be followed through by them while older. I also strongly believe it has something to do with the manners that are NOT being taught and enforced in children today.Each generation has gotten worse,and we’re(parents) to blame.

It doesn’t really matter, does it? In gangs together, these girls feel they have more power than their parents and teachers have. Although it looks, and is, provocative, it is mainly a question of power. Many girls, less visibly I suppose, integrate their parents’ and society’s values of modesty and self-containment. They are lucky, because they have been helped to gain power over their own behaviour. I feel the same way about girls in niqabs : they are trying to gain power over their own lives, that, unfortunately for them, they haven’t been allowed to develop. As for the argument that they will be raped, there is nothing automatic about this. Rapes happen to all sorts of people, with no particular prevalence of provocative dress, in fact the provocation will scare away potential rapists. As I said before, this too is a question of power.

That’s not just the British girls, American girls are on that boat as well. I’ll go to my school, appropriately dressed in a cute shirt and jeans, and half the girls have their tops pulled down low enough to see their bras, with mini skirts that are stuffed up their aholes, because skirts are now made so short.
