Why do you think the authorities in Haiti had little or no Earth Quake contingency plans in place?
It’s not as simple as that, remember they are extremely poor, with barely the resources to feed the population let alone contigency plans for anythng. No building codes existed either, as they don’t in many other caribbean nations.
