They havent always used them, but now they are availiable and cars are going a lot faster, it makes sence to use them. The quick rack steering is used to give more direct handling, and to allow the driver to react quicker.There are also less parts to break or fail, such as power steering pumps, hydraulic lines and steering racks. Independant suspension is standard on most modern cars now anyway, but allows for much easier setup, and for better handling. You may notice that rally cars have a sequential gearshift, meaning that the driver pushes the gearstick only forward and backward to change gears, or a paddle type gearshift. Once again, its to make things easier.
