The answer is simple: They were purchased from the lowest bidder. The BMW bikes that Wilmington Police Department officers ride were bought because they were the lowest-cost option that fit the department’s needs, WPD spokeswoman Lucy Crockett said. She said other types of motorcycles available would have cost more. “BMWs were purchased for budgetary reasons,” Crockett said.
