Why do we need the IPAS for agency-placed ads? Shouldn’t the agencies work directly with us?

A. Certainly, some agencies do place ads directly with newspapers. Others use the IPA because we make it easier for them to work with a large volume of newspapers. We have no doubt that many of these ads would not be placed into our member newspapers without our assistance. Some of the agencies we work with are located outside of Illinois and have no experience and no relationships with Illinois newspapers. And, quite frankly, a lot of agencies don’t have the resources to contact and place 100 ads in 100 different newspapers.
