Why do VRE trains sometimes have to wait for freight or Amtrak trains?

Norfolk Southern and CSXT are the owners of the Manassas line and Fredericksburg line, respectively, and handle all of the dispatching on their lines. We share these tracks with freight trains and Amtrak intercity passenger trains. The dispatchers make every effort to ensure that all of the train traffic on their respective systems flows smoothly. However, occasionally one train may cause a delay to another. This works both ways, as Amtrak and freight trains will also occasionally have to wait for VRE trains to pass before proceeding.
