They don’t. Puerto Rico and Guam elect one non-voting delegate each to Congress. But they don’t vote in federal elections. Guam does have a straw poll for presidential elections, but it’s doesn’t count for anything. Maybe it’s just fun for them. It probably feels just like you’re really voting!
