Well i’m not entirely sure about this but if the tv screen gives off a negative charge when turned or left on, so the dust which is everywhere has the properties of a small amount of protons (positive energy) therefore the the potential difference between the two is high because of the tv giving off a negative effect outwards once turned on the dust gets attracted to the tv screen because opposite attract like a magnet. Once the tv is turned off there is no more light being let through and all of the negative energy (electrons) move to the front of the screen(well there isn’t really a front is there. lol) and a big force of protons come to the screen and stay there. The dust then becomes attracted by the/this force and start to move toward it in a rush and the sound of a crackle(which you can sometimes hear not on all screens today because of advanced technology)is the potential difference and jumping(rapidly moving) that gap just before it touches the screen once touched it hanged an
