Why do timber frame houses have the weep hole below the dpc?

I don’t know what a dpc is, but I sometimes see weep holes on timber-framed houses when they have brick veneers (I know, it’s improper on veneers). I can only imagine that when the local code was written, that someone didn’t copy something right. Builders can’t argue with the code inspectors after all.
