Why do the Statistics Canada numbers sometimes differ from the private sector estimates?

This is the sixth year of the SECT which measures and publishes estimates of e-commerce across all sectors of the economy. It is difficult to compare private sector estimates with those of Statistics Canada because of different survey approaches, e-commerce definitions, methodologies, sample sizes and questions asked. For example, the annual Ipsos Reid polls on consumer holiday purchasing have sample sizes of about 1000 and asked if people made an online purchase during a period of a few weeks. The SECT surveys cover between 17 000 to over 21 000 enterprises and asks them to report their sales to consumers over a one-year period. These two different approaches make it difficult to compare findings from the two surveys.
