Once the traffic on the main arteries has dissipated, they will then go back and complete the main arteries and then complete the secondaries, pushing the snow back to the curb. Also, when the amount of snow is so great that the smaller plow units cannot push all the snow to the curb, they will make a pass in and out to open it up, and then a larger unit or a front end loader will eventually come by and push the snow back to the curb.
