Why do the pages “look funny” in FrontPage Normal/Design view?

When CSS is used for layout purposes, the resulting finished look isn’t apparent in the WYSIWYG environment. Sometimes it is close; sometimes it is *really* different. To see how your pages will look published, use the FrontPage “Preview” function or select “File, Preview in Browser” from the FrontPage menu.
