Why do the DECevent knowledge (KNL) files appear to be damaged and why will DECevent fail to startup after a system reboot?

The DECevent shutdown command may be located incorrectly in the system shutdown procedure, DECevent may have been attempting to analyze a system event while the system was shutting down or an unanticipated event occurred while DECevent was running in the auto-analysis mode. If these symptoms occur please leave the machine in its current state, call the CSC and ask for the DECevent support team. Additionally, please ensure that the binary log and all pertinent information about the machine context is available to the DECevent support team. The DECevent support team will assist in the process to recover from this state.
