Executive Order No. 665 was issued pursuant to Title 5, California Code of Regulations of the Board of Trustees of the California State University system. The ELM exam helps to determine eligibility of each entering CSU undergraduate to enroll in specific courses in order to satisfy general education math requirements during the first year of attendance.
