The National Energy Policy Act of 1992 mandates that all water closets sold in the United States after January 1, 1994 shall be 1.6 gpf maximum. Older models (produced before January 1994) often used 3.5 gpf or more. All St. Thomas Creations water closets are designed specifically to perform using 1.6 gpf or less.
