Why do some students receive letters allowing them the option to select another school besides their assigned school?

Most school districts in the United States have Adequate Yearly Performance (AYP), a Federal accountability system which reviews proficiency of student subgroups within a school. Some states like Florida also have FCAT which is the school grade based on the proficiency of the whole school. Students attending schools that do not make Adequate Yearly Progress two years in a row are sent letters allowing them to choose one of the available schools offered that did make AYP.
