For the same reason that some states have highway speed limits at 55 mph, and in some states it’s 70. Because people in different states have different ideas about what’s right. In both cases (age of consent and speed limits) there’s not really an objectively *right* answer. The answer any state comes to simply reflects the values and wishes of the people that live in it.
