Scooters, like all motor vehicles, are a collection of parts.The body work is not what makes a good scooter.Cheap scooters are made of low quality, inexpensive parts. The quality and price of those components can vary dramatically. If a customer chooses all low-end components the manufacturing cost savings can be 50% or more.
