Scooters, like all motor vehicles, are a collection of parts.The body work is not what makes a good scooter.Cheap scooters are made of low quality, inexpensive parts. The brand scooter makers can choose carburators, wiring, packages, ignitions, alternators, switches, brakes, tires, transmissions, belts, cables, suspension, upholstery, paint, finishes and so forth. The quality and price of those components can vary dramatically. If a customer chooses all low-end components the manufacturing cost savings can be 50% or more.
