Why do some Delaware cars have black license plates with [usually] low numbers?
What you are seeing are generally old license plates. When the new plates were made the old plates were allowed to remain in use. It is now somewhat a status symbol. The old plates are worth a lot of money, sometimes more than the car they are on. They have sold for huge amounts of money. An internet search would probably find some news stories about sale of the plates.
