Why do some countries (South Africa, the Netherlands) have more than one capital city?
South Africa’s administrative capital is in Pretoria (or Tshwane). That’s where the Union Buildings (the official seat of the government) are situated. For all intents and purposes, that is the capital. The legislative capital is in Cape Town, where the Houses of Parliament are situated. Bloemfontein is the judicial capital, that is where you will find the High court of Appeals.
