Because they see the way that HMOs, ERs, and the DMV are handled and are (logically) afraid that health needs will be denied or there will be such a long wait that their problem may have run its course by the time they can get an appointment. In the ER, you have people with broken bones sitting next to hypervigilant (but well-meaning) parents whose kids only have the sniffles. I am uninsured and ineligible for my state’s Medicaid program. I think that malpractice caps and tort reform could help make health care more affordable for most Americans. If I could sign over my right to sue in order to have a $50 physical, I’d gladly take it.
