If you have enabled the Configure unique shipping services for each product option (product level shipping), your shoppers will see this as the only shipping option if shipping services are not configured for the item in the cart. No Shipping: Local pickup only is the default setting for each product until it is updated by the merchant. Confirm that all of your products have shipping settings configured.
