Because it is illegal to pass the ball forward in rugby, unless you kick it. And they have to go forward in order to score a try which helps them to win.

It makes the game more competitive and structured in my opinion. If you look at a game like Rugby it’s generally very structured and not allowing players to throw/pass the ball forward keeps this structure to a certain extent. If the players could pass forward it would be all over the show, part of the main skill of the game is long passing, it’s seems much easier to ‘throw’ the ball like in American Football, you can cover longer distances quicker which in my opinion would spoil a game like Rugby. That said, Rugby and American Football are completely different games, you can’t compare them really.
