Why do projects like Storrs Center take so long?
For a project of the size and complexity of Storrs Center, the present stage of development has been reached in a relatively short period of time. The project has always been undertaken in a deliberative fashion in order to provide ample opportunity for public stakeholder participation. During the development of the Municipal Development Plan, it was decided to seek federal and state funding for some of the public infrastructure components of the project. The process necessary to obtain grants and funding on multiple government levels together is complicated and lengthy. However, this effort is essential to the project. Thus far, the project has met with significant success in this process and has largely succeeded in doing so within the same time frame required to obtain the many local, regional, state and federal approvals associated with the creation of an entire town center.
