Why do Private Hire Vehicle Drivers have to undertake a knowledge test, given that many vehicles are equipped with satellite navigation systems and all their journeys are pre-booked?
A. The Knowledge Test is not merely a tool to measure the ability of drivers knowledge of the Citys road layout. Parts of the knowledge test involve aspirant drivers having an understanding of codes of conduct, safety information, licensing conditions and legislation contained within the Hackney Carriage and Private Hire Handbook. This knowledge is integral to successful operation as a driver of all vehicles whether they are private hire or hackney carriage vehicles. As the Licensing Authority Worcester City Council has a duty to ensure, as far as is reasonably practicable, the safety and welfare of the public. The Knowledge Test forms an integral part of the procedures to ensure this duty is upheld.
