The corruption for the most part is due to the poverty. Those in charge are all on “the take”. That is why those countries never seem to break free of that vicious cycle.

Why do excess and corruption run so rampant in the first world? Corruption is evidence that all the world lies about the true nature of mankind, and the world. When one accepts the nature of the illusions of morality and egalitarianism, one sees corruption for what it is – another illusion. Excess and poverty are the flowing tides of the wealth of the biosphere and uniform distribution is impossible. All in the Garden of Earth are designed to accrue so as to enable the continuation of the species. We are no gods, separate from this equation. Some accomplish this better. Some become chaff.

Because of the ‘first world’ governments, mostly (keeping in mind these are Cold War terms). The less corrupt a country is, the harder it is to manipulate by a larger power outside (just take a look at what’s happening in Bolivia), and poverty means class division, which means in turn a wealthy elite to keep things under control and under your thumb. Larger economic powers only like economic power in lesser countries if it exists to serve them.
