Why do people think it is acceptable to exceed the speed limit?
Well, if your question really is “why do they think this way,” there are basically two reasons. 1) Some people believe they know their own abilities better than some bureaucrat they’ve never met, and that they know what speeds are safe for them to drive at. They think that speed limit laws are an example of the government trying to exert too much control over every minute aspect of our lives. 2) People are often in a hurry, and police usually don’t pull people over unless they’re going at least 10-12 mph over the limit (except in school zones). So people will drive as fast as they can get away with.
