Why do people take bowel movements in public restrooms and not flush, even when the toilet functions properly?

I love this question. It never ceases to amaze me when I enter a stall, and there are…the remains of a previous visit, and all it takes to clear the offending mess is to flush. Some kids are afraid to flush the toilet, or forget to. (I’m talking about kids under eight or so) Then there are those unfortunate flushes where some things come back up due to back flow and bad plumbing, wherefore the offender didn’t know he or she was going to offend. The third option is that some people are left of center and get satifaction from having the next visitor look at their excretions. Troubling, isn’t it?
