Because TIFF allows saving 24-bit color with lossless compression. Before PNG was developed, TIFF was pretty much the only way to do this, as .bmp doesn’t compress, GIF only keeps 256 colors, and JPEG is lossy. TIFF also allows various blocks of non-image information (like copyright notices) to be stored.
