Every local authority area responsible for concessionary bus travel can offer enhancements beyond the legal minimum. The cost of such enhancements has to be paid for by that local authority. We currently spend around £4.2 million a year in delivering concessionary fares. This uses all the money received from central government. Any additions beyond the legal minimum would require more funding.
