Why do mobile operators need so many base stations in particular area?

In Slovenia we have three mobile operators (Mobitel, Si.mobil and WWI). We have two major reasons of planning so many base stations. The reasons are commercial purpose and number of subscribers. While number of subscribers is increasing, mobile operators have to increase the number of base stations. The results are better coverage of particular area and better quality of the signal in this area.
