Why do military dog tags come in pairs?

Dog tags come in pairs because as already said one stays with the body, and the other goes to the commander. However, we haven’t done the practice of putting one in the mouth and kicking it shut since Vietnam. Thats why older tags actually had a notch at the bottom so it would sit in your teeth easier. Now a days the tag on the small chain is supposed to be used as a toe tag, and the one on the big chain goes to the CO. My first unit had us put one in our boot laces as well. My last unit didnt require it, but I made my troops do it anyways.
