The problem with the UN is that most of the member nations are NOT free nations. Most are governed by some form of dictatorship. Dictators are not exactly known for promoting toleration and basic human rights. Some of these human rights violation nations even have veto power. So, it is very difficult to get the UN to condemn human rights violations when they there is a bunch of members that don’t care about such things. What really goes to show how ineffectual they are about the issue is the way they keep appointing some of the worst offenders to the Human Rights Council.
