Male cats do usually do that to “mark their territory”. If he’s going often he could have a bladder problem, but usually it’s because he just wants to show dominance. If he’s neutered the chance of him doing this is less, but if you have other cats he’s more likely to pee outside of the litter box. A personal observation of mine is that long-haired cats tend to do this more, but it’s not that uncommon with all male cats. Tips are to keep doors closed where you especially don’t want him peeing, to not leave your things (especially clothes and other fabric) on the ground, and to use a product (sorry I don’t know the name) that will attract your cat to use the litter box.
