Left and right channels should sound different when listened to separately. Disable the 3D support and all other special options (like mixing, filtering, equalization, etc.) of your sound-card. The 3D settings of some sound cards may be hidden in very peculiar places. Be sure to check the Control Panel thoroughly, especially the Multimedia and System settings. Some SoundBlaster cards have a setting for output device.
