The reason they get away with things is because lots of people (lots in government too) equate illegal immigrant and poor people. Whether this is true or not isn’t even the point. The point is that many people think that if you’re considered poor, nothing is your fault. It’s society’s fault (our fault). If you’re illegal and you commit a crime, it isn’t your fault. You have no accountability if you’re considered poor, because nothing is your fault. Ever. It’s pretty condescending if you think about it. But, for those who feel this way, it makes them feel morally superior.
