Why do I pay such a high stormwater fee and why isn that money being used to fix the problem?

The stormwater utility fee was authorized by voters in 1998 and funds operation and maintenance of the existing system. The current stormwater fee is $0.50 per runoff unit. It is not a tax but is based upon the amount of stormwater runoff generated or, in other words, the amount of contribution to the problem. The current funding levels are not adequate to make the necessary improvements to the system but rather are dedicated to operating and maintaining the existing system.
