Why do I not get a dialtone after dialing a 9 or other access code?

When making calls to external numbers, Cisco CallManager is configured to provide outside dialtone after an initial access code is dialed. Because of the many locations programmed, there is an overlap in the dial plan configured on the CallManager. Cisco CallManager will wait until the pattern is unique enough before playing the outside dialtone.
